What We Do

HEI specializes in preliminary wetland determination and delineations, Section 401 and 404 permitting, National Environmental Policy Act (NEPA) documents and compliance, performing environmental site assessments, preparing Stormwater  Pollution Prevention Plans (SWPPPs), FEMA floodplain permitting, threatened and endangered species surveys, cultural resources clearance, and mitigation planning.  While comfortable working in areas across the southern United States, HEI's primary focus in Texas, Oklahoma, Louisiana, and Arkansas.


No matter the size or complexity of a particular project, it will be treated as a top priority and will receive a high level of oversight from start to finish.  Because HEI is a small business comprised of experienced personnel, our clients receive highly personalized service and a quality product.  This level of service is maintained throughout the entire project.  HEI also strives to sequence the timing of services so that whether HEI is performing a preliminary evaluation, preparing a permit for submission to the USACE, or insuring a project is in compliance, all phases of the project are orderly and flow smoothly.  HEI utilizes the most current information and remotely sensed data combined with the latest mapping software in order to provide our clients with the most reliable, site specific, regulatory guidance possible during the evaluation process in an effort to avoid wasting time or money.
