Permittee-Responsible Mitigation (PRM) is defined in 33 CFR 332 as “an aquatic resource restoration, establishment, enhancement and/or preservation activity undertaken by the permittee (or an authorized agent or contractor) to provide compensatory mitigation for which the permittee retains full responsibility.” This type of mitigation may sometimes be referred to as “offsite mitigation.” The 2008 mitigation rule states preference and/or consideration is to be given to mitigation banks and in-lieu fee (ILF) over PRMs. PRMs are typically used when no feasible banking or ILF options are available.

HEI can locate a suitable site, complete all required permitting, implement prescribed mitigation actions, oversee long-term monitoring and compliance, and eliminate liability for our clients so that they can concentrate on their core business. HEI can help individuals or companies navigate the mitigation maze by providing a variety of products and turnkey services.
HEI can prepare custom wetland and stream PRM plans to suit multiple USACE Districts. HEI has an impeccable working relationship with the USACE, and over the years HEI has built relationships with key personnel in the Tulsa, Fort Worth, Vicksburg and Galveston Districts. These relationships translate into unmatched success in establishing, managing and achieving project success. These relationships also allow us to expedite the planning and permitting process while providing a clear understanding of what is expected of all parties.
HEI has established, and more importantly, successfully completed more than 600 acres of PRM sites in Texas, Arkansas and Louisiana. If your project is not currently serviced by an HEI managed mitigation bank, or another mitigation bank or ILF option, please contact us about how we can customize a mitigation solution to suit your project’s needs.
